I wrote it assuming that you have a working knowledge of PSP and it's components.

1.Click on your Middle Grey Strip select all float defloat,Add new layer flood with #8ab8c7 select none
apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

2.Click on your Bottom Black Strip select all float defloat,Add new layer flood with #8ab8c7 select none
apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

3.Click on your Top Black Strip select all float defloat,Add new layer flood with #8ab8c7 select none
apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

4.Click on your Bottom White Thin Lines select all float defloat,Add new layer flood with #051e76, Duplicates Give your Bottom,
Adjust Blur-Gaussian 6.00, Merge down,apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

5.Click on your Top White Thin Lines select all float defloat,Add new layer flood with #051e76, Duplicates Give your Bottom,
Adjust Blur-Gaussian 6.00, Merge down,apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

6.Click on your Bottom Grey Frame select all float defloat,Add new layer flood with #8ab8c7,
Apply Inner Bevel Bevel #2, Width 13, Smoothness 15, Depth 9, Ambience-35,Shininess 34, Angle 134, Intensity 40, Elevation 80 color: white

7.Click on your Top Grey Frame select all float defloat,Add new layer flood with #8ab8c7,
Apply Inner Bevel Bevel #2, Width 13, Smoothness 15, Depth 9, Ambience-35,Shininess 34, Angle 134, Intensity 40, Elevation 80 color: white

8.Click on your Left & Right Grey Frame Strips select all float defloat,Add new layer flood with #8ab8c7,
Apply Inner Bevel Bevel #2, Width 13, Smoothness 15, Depth 9, Ambience-35,Shininess 34, Angle 134, Intensity 40, Elevation 80 color: white

9.Click on your Middle Background select all float defloat,Add new layer flood with #8ab8c7 select none
apply Effects - Artistic Effects - Halftone Cell Properties: Halftone pattern Line Size3,Screen angles 45,45,45 Color scheme RGB,
Use as overlay Blend mode is Overlay Opacity 20%

10.Click on your Top Grey Frame select all float defloat,Add new layer flood with #8ab8c7,
Apply Inner Bevel Bevel #2, Width 13, Smoothness 15, Depth 9, Ambience-35,Shininess 34, Angle 134, Intensity 40, Elevation 80 color: white

11.Open up your SS_Element10 copy and paste as new layer resize 30%,DropShadow..Vertical & Horizontal 2, Opacity 50, Blur 5, Shadow on new layer - unchecked

12.Open up your SS_Element24 copy and paste as new layer resize 70%,DropShadow..Vertical & Horizontal 2, Opacity 50, Blur 5, Shadow on new layer - unchecked

13.Open up your Tube copy and paste as new layer resize 90% DropShadow..Vertical & Horizontal 2, Opacity 50, Blur 5, Shadow on new layer - unchecked

14.Open up your SS_Element2 copy and paste as new layer resize 30%x2,DropShadow..Vertical & Horizontal 2, Opacity 50, Blur 5, Shadow on new layer - unchecked

15. Merge Visible.
AAA- Photoframe with these Settings:Width:10,Brightness:-255 Stroke:255 Matte:0 Red and Green and Blue:0 Opacity:100
