I wrote it assuming that you have a working knowledge of PSP and it's components.

2.Open up your WP_WINP_HEARTWREATHFRAME copy and paste as new layer resize 70% Duplicates Image Mirror merge down,Duplicates image Flip
Merge Down,Apply Lokas 3D Shadow with settings at B35, T60, Angles X,Y, and Z at 0, zoom 100, Offset X-Y by 5, Perspective at 19 color black.

9.Add up 10 layers for Snow, elect all Float Defloat Selections Modify expand by 1 Smoothing Amount 5 Soft Corners 5
